Terrestrial existing bandwidth is continuing to grow to drive demand requiring possibly higher rates.  This is good news for the Broadband Satellite services market.  Next generation satellite systems are expected to provide total capacities in the gigabits per second range and eventually in the terabits range.  Satellite broadband will not replace the existing terrestrial systems that use fiber optics, but will make new services available in new places and in new dominate roles.  Globally the number of subscribers for Satellite Broadband is expected to surpass 3 million by 2010.  BroadcastMate 6/29/09

INTEL® SURVEY SAYS 9 OUT OF 10 US ADULTS ANNOYED BY SOME MOBILE BEHAVIORS...Apparently peoples etiquette is not what it should be!  It is becoming more of an annoyance as we see the introduction of Netbooks and laptops and texting on mobile phones. Leading the list is annoyance factors are: 72% complain when folks are texting while driving, 63% complain of people talking loudly, 55% complain of people discussing private matters in public. NATIONAL BROADBAND PLAN RESULTS OF THE FCC OPEN MEETING JULY 2, 2009... The new FCC Chairman Julius Genachowski had some prepared remarks regarding the issue of the new National Broadband Plan Process.  The thrust of his comments summarized are as follows.  He recognizes that it is the FCC's job to develop the new Broadband Plan.  He also recognizes the fact that all people in the US should be ensured of access to broadband technology.  To that end he said the FCC must develop a strategy to ensure the affordability of such a broadband plan.  Part of that strategy is and should include federal grants.  Overall he sees the plan as beneficial for job creation and economic growth.  He declares that this is the most important task for the FCC as an agency at this moment in history.  Rolling out such a plan will assist in opening opportunities for: consumers to get education opportunities over the broadband, provide 24 health monitoring for patients in rural areas and to assist small businesses to sell its products across the country and around the globe.   BroadcastMate 7/3/09

DIGITAL TELEVISION TRANSITION REMARKS AT THE FCC OPEN MEETING JULY 2, 2009... FCC Chairman Julius Genachowski had some thoughts on how well he thought the digital TV transition went on June 12, 2009.  He acknowledged the hard work and volunteerism of the commission in making the transition to digital as smooth and seamless as possible for millions of Americans.  He acknowledged Acting Chairman Copps with making tremendous progress toward the FCC's goal of getting Americans prepared for that important moment in history. COMMENCEMENT OF RURAL, FIRST-COME FIRST-SERVED DIGITAL TV LICENSING FOR LOW POWER TELEVISION AND TV TRANSLATORS WILL BEGIN AUGUST 25, 2009. FCC WASHINGTON, D.C. Beginning August 25, 2009 LPTV and Translator stations in rural areas only will have a digital filing opportunity for these services.  This will include major changes to existing and incumbent analog stations and geographic restrictions apply. THEN: COMMENCEMENT OF NATIONWIDE FIRST-COME FIRST-SERVED DIGITAL LICENSING FOR LPTV AND TV TRANSLATOR SERVICES BEGINNING JANUARY 25, 2010...This will be nationwide for major modifications to existing analog and digital stations.  This will be without geographic restrictions.  Under no circumstances the FCC tells us will they accept applications for new analog TV stations.  In addition current LPTV, Translator and Class A TV stations may file an application for on-channel digital flash/cut conversion at any time so as to maintain priority. However applications will only be accepted for on-core television channels 2-51.   BroadcastMate 6/30/09

FCC TO ALLOW AM STATIONS TO USE FM TRANSLATORS TO BETTER SERVE THEIR MARKET COVERAGE AREAS...
WASHINGTON, D.C. JUNE 29, 2009... By FCC report and Order the following changes go into effect.  1) adopt changes so currently licensed or construction permitted FM translators can now be used by AM radio stations to retransmit their AM programming within their current AM coverage areas.  2) In addition AM Class D stations (mostly daytime stations) will also be able to use translators to broadcast originating programming during periods when their AM station is not operating.  The FM translator coverage 60 dbu contour must not exceed the smaller of a) a 25 mile radius from their AM transmitter sites, b) or the 2 mv/m daytime contour of the station. FCC SEEKS COMMENT ON PROVIDING SPECTRUM FOR MEDICAL BODY AREA NETWORKS... WASHINGTON, D.C. JUNE 29, 2009.  The FCC on Monday adopted a Notice of Proposed Rulemaking that seeks comment on allocating spectrum and establishing service and technical rules for the operation of Medical Body Area Networks.  These would be used to wirelessly monitor patients vital signs etc., and would be used primarily by health care facilities!  BroadcastMate 6/30/09

FCC HAS A NEW CHAIRMAN WASHINGTON, DC 6/29/09... Late last week Julius Genachowski was confirmed by the Senate as Chairman of the FCC.  At the same time Rob McDowell was reconfirmed.  Also former Acting Chairman Michael J. Copps will stay on.  Meanwhile commission Adelstein will be leaving the agency. BroadcastMate 6/30/09

WASHINGTON JUNE 13, 2009---FCC ASSISTS CONSUMERS TO EASE TRANSITION... 971 of the nations full power television stations switched to digital only transmission Friday.   A record 317,450 consumers took advantage of the FCC's toll free help line 1-888-CALL FCC.  About 30% of the calls referred to converter boxes, over 20% of the handled calls was about overall reception problems.  Average wait time to speak with an agent was 4.6 minutes overall and 1.8 minutes for Spanish speaking calls. The average call length was 8.4 minutes per call.  The calls were answered by live agents.  "I am pleased with the way our FCC team responded to the technical challenges that arose throughout the course of the day," said Acting FCC Chairman Michael Copps.  About 4000 agents at the FCC answered the calls.  Updated, June 15, 2009...The FCC said altogether since Monday June 8th they received upwards of 900,000 calls.  By Sunday the 14th however the call volumes had declined.  However Michael Copps, Acting FCC Chairman had this to say Monday June 15th, "Our call center remains open, our teams are in the field, and our website, http://www.dtv.gov, is updated to reflect the kinds of problems people are having."  BroadcastMATE 6/16/09 undated.

THE FCC ISSUED NOTICE ON JUNE 11, 2009 EDST...POST TRANSITION ANALOG TV NIGHTLIGHT SERVICE PERMITTED!... FCC provides participant list for statuary Nightline Program Service...listed stations were granted blanket analog license extensions to delay their digital conversions.   A total of 185 stations in 85 designated market areas will participate in the program  The short term "Analog Flash and Emergency Readiness Act" ("Analog Nightline Act") required the commission and develop a program to "encourage and permit" continued analog television service during the 30 period after the DTV transition deadline of June 12, 2009 as required.  BroadcastMATE updated 6/12/09

JUNE 12, 2009 FCC WASHINGTON D.C. FCC HAILS NEW ERA IN BROADCASTING WITH DIGITAL TELEVISION TRANSITION... All full power television stations will have converted to all digital by midnight Friday night June 12, 2009.  ( With the exception of the Nightlight Act Stations ) To quote Chairman Michael J. Copps, "Today's historic transition to digital TV is an important step forward in U.S. broadcasting, offering consumers access to more free over-the-air programming as well as higher quality pictures and sound. The transition also frees up valuable airwaves for emergency communications and advanced wireless services. BroadcastMATE 6/12/09

JUNE 9, 2009...FCC REQUIRES FULL POWER TELEVISION STATIONS TO MAINTAIN A LOCAL VIEWER CALL IN TELEPHONE LINE...
This is so viewers can call in for specific information.  This should include the weekend dates of June 13 and June 14 and is mandatory during regular business hours. People staffing these telephone lines must be prepared to answer complex questions from viewers, specifically necessary actions to get reception at specific locations.  The local television stations can pool together to do this or have a states Broadcasters Association man the live telephone panel.  BroadcastMATE 6/10/09

NEW DIGITAL TRANSITION CALL SIGN PROCEDURES... When TV stations started to simulcast their new DTV signals with the current analog signals the call letters on the digital signal were to be WFCC-DT to distinguish it from for example from WFCC or WFCC-TV analog.  NOW STARTING ON THEIR SWITCHOVER DATE stations will have a choice of just identifying their DTV station as WFCC or WFCC-TV. Otherwise to maintain the -DT suffix such as WFCC-DT they will need to make application through the commissions on line call sign authorization and reservation system.  MEANWHILE NEWER DIGITAL ONLY TV STATIONS will by default have the authorized flexibility to use -DT or -TV.  BroadcastMATE 6/4/09

GOVERNMENT ANNOUNCES $44 MILLION TO UPGRADE LOW POWER AND CLASS A TV STATIONS TO DIGITAL....NTIA ANNOUNCES.  The U.S. Department of Commerce's National Telecommunications and Information Administration announced a process wherein low power television and translator stations could apply for funds to convert their analog transmitters to digital transmitters.  To quote: "The Obama Administration is committed to ensuring all viewers of over-the -air broadcast television enjoy the full benefits of digital television." said acting NTIA administrator Anna M. Gomez.  Currently Low power and Class "A" television stations provide the only TV service to many rural areas across America.  These are the least likely to afford the equipment, transmitters and new DTV antennas necessary to convert to DTV.  Deadline for funds request by the low power stations and translators owners is July 13, 2009.  This should help those of us in rural areas see a much quicker changeover to DTV than was anticipated before.  BroadcastMate 5/26/09

THE INTERNATIONAL TELECOMMUNICATIONS UNION THE CUSTODIAN OF RADIO REGULATIONS FOR RADIO COMMUNICATIONS HAS IT WORK CUT OUT FOR ITSELF...(Geneva, May 8, 2009) Presently 40 different radio frequency services are competing for an increased share of the world's radio spectrum for new services and more users of those services.  Simply put their job is to see that your mobile phone and WiFi services does not interfere with TV and FM Broadcasting, not to mention maritime and aircraft communications.  Their responsibility covers fixed and mobile radio services, satellite systems, analog and digital radio and TV Broadcasting, meteorological monitoring and even space communications. They the ITU-R will be the organization that will oversee all the current and new radio spectrum coming in to play in the coming years.  BroadcastMATE 5/18/09~

FCC CONSIDERING A NOTICE OF INQUIRY ON THE USE OF PPM'S, (PORTABLE PEOPLE METERS) The radio ratings service ARBITRON® wants to introduce these units.  However Broadcasters fear it will slew the ratings because it might undercount the number and loyalty of some radio listeners. The NOI was released by the FCC on May 18, 2009.  Broadcastmate will follow this story as it develops over the next several months to see if anything becomes of it. BroadcastMATE 5/22/08

F.C.C. VOTES TO ALLOW NEW TRANSLATOR SERVICES TO HELP TV STATIONS MAKE UP FOR SIGNAL LOSS IN THEIR PRIMARY COVER AREA DUE TO THE DIGITAL CHANGEOVER... WASHINGTON, D.C. MAY 11, 2009...This move will allow "fill in service" for full-service DTV stations that have lost within their service area due to analog to digital service to make use of translators on channels 2 to 51. Signal loss in the licensed service contours is due to unavoidable engineering changes to prevent interference to the new digital television full power assignments as well as the need in many instances to change transmitter sites due to technical, environmental or zoning issues.  These will be permanent translators automatically renewed with the main station licenses.  Furthermore coming next the F.C.C. will soon initiate first come first served licensing for TV translators outside there licensed contours.  Action officially taken May 8, 2009 by Report and Order.  This will alleviate many issues for both home viewers and cable systems which might otherwise loose current existing television service.  BroadcastMATE 5/12/09~

The commission has changed the time VoIP customers have switch their number portability to 1 day rather than the current 4 days.  After the Commission receives key input from the North American Numbering Council (NANC)  which is expected in about 90 days large service providers will have 9 months to implement the change and smaller

FCC'S 2008 QUARTERLY REPORT ON CONSUMER INQUIRIES AND COMPLAINTS REGARDING BROADCASTING...RELEASED 5/6/09  INQUIRES: To be noted the number of Radio and Television inquiries increased by more then 194% from 61,404 in the 2008 3rd quarter to 180,949 in the 4th quarter of 2008.  About 85% of these inquiries related to Digital Television Issues.  Meanwhile in the same period (4th quarter 2008) the number of Cable and Satellite inquiries increased by more that 73% from 9008 to 15,594. DTV inquires constituted about 77% of these.  COMPLAINTS: Radio and Television complaints decreased by over 27% from the 3rd quarter of 2008 to the fourth quarter of 2008.  Down from 40,057 to 29,106.  Cable and Satellite complaints decreased over 7% from 2,263 to 2097 in the 4th quarter of 2008.  BroadcastMATE 5/6/09

FCC ANNOUNCES ESTABLISHMENT OF WORKING GROUP TO STUDY DIGITAL CLOSED CAPTIONING ISSUES!... The study group will be focused on matters of accessibility to individuals with hearing and vision disabilities.  The kickoff meeting is scheduled for May 18, 2009 at F.C.C headquarters in Washington, DC.  The main issue is to conduct an assessment of DTV transition issues with accessibility issue as regard technical issues. There have been ongoing technical issues with digital closed captioning for over a year now and the Commission's Consumer Advisory Committee wants to look into correcting these problems at the technical level. For example garbled captions on HD channels, HD set top boxes stripping or garbling HD captions, HDMI inability to pass CC at times, difficulties with CC making users think there is no CC available at times or on certain shows to name a few.  More specifically...the working group will look at 1) Identifying and anticipating problems with the transmission of digital closed captioning and video description; 2) Evaluate those issues based on the capabilities of digital equipment; 3) Develop solutions to ensue closed captioning and video description services are working reliably. THE FCC HAS FINALLY APPROVED REGULATIONS FOR THE USAGE OF "WHITE SPACES" (UNUSED TV SPECTRUM) ON A SECONDARY BASIS.   In the F.C.C.'s efforts to use spectrum to its maximum efficiency they adopted an action on last November 4, 2008 that will allow new and sophisticated devices to operate in the TV broadcast spectrum on a secondary basis.  These spaces will be used for fixed and portable unlicensed broadband data and other communications for many diverse purposes.  Safeguards are to include geolocation capability and access to the internet via a database of the in use licensed television stations and translators so as not to interfere with those primary television services.  Also wireless microphones, used largely by television and radio stations will also have to protect the primary licensed services. This will be accomplished by use of the database mentioned above. BroadcastMATE 12/12/08

NTIA AWARDS LEADERSHIP CONFERENCE ON CIVIL RIGHTS EDUCATION FUND $1.65 MILLION DOLLARS FOR TV CONVERTER BOXES... The fund is to help vulnerable populations have assistance in getting and installing DTV converter boxes to analog televisions.  Coupons should be obtained now before June 12, 2009 as some stations and markets are converting before the June deadline.  According to NTIA administrator Meredith Baker..."combined with the $2.7 million awarded to the National Association of area agencies on aging NTIA has now been provided $4.35 million to assist seniors. minorities, low income individuals, the disabled and rural residents with hands on help to complete the digital transition."  These various (about 300) organizations will assist hundreds of thousands make and submit a computer box coupon application for home use.  Call 1-888-388-2009 for assistance.  BroadcastMATE updated 04/24/09

FCC BROADCAST AUCTIONS FOR 2009... On April 17, 2009 the FCC scheduled an auction for FM Broadcast construction permits.  That date is September 1, 2009.  Also on April 24 the FCC scheduled an auction for BROADBAND RADIO SERVICES licenses. The date for that auction is October 27, 2009.

GENERAL BROADCAST DELIVERY METHODS INFORMATION

WHAT IS VHF DELIVERY?-VHF stands for Very High Frequency. It is the band of frequencies between 30-300 mhz.  VHF and FM radio operate in this part of the radio frequency spectrum. This includes tv channels 2-13.

WHAT IS UHF DELIVERY?
-UHF stands for Ultra High Frequency. It is the band of frequencies between 300-3000 mhz.  UHF television stations operate in the lower third of this band.  This includes tv channels 14 to 51.

WHAT IS BROADBAND DELIVERY?-High speed internet via cable, fiber, cat5, or wireless internet wherever available.

WHAT IS SATELLITE DELIVERY?-Satellite uses giga hertz frequencies that generally need line of site within various assigned bands. That is why satellite dishes mounted on houses and buildings are needed.  They could be susceptible to rain fade.  These are usually C or Ku band from Broadcasting services.

WHAT IS AM RADIO DELIVERY?-AM Radio uses low frequencies in the 540 khz to 1700khz band.  These frequencies easily penetrate through buildings easily but are subject to static and noise.

WHAT IS FM RADIO DELIVERY?-FM Radio uses mid band VHF frequencies 88mhz to 108mhz.
